What is HIB?
“Harassment, intimidation, or bullying” means any intentional electronic, written, verbal, or physical act which:
- Physically harms a student or damages the student’s property;
- Has the effect of substantially interfering with a student’s education;
- Is so severe, persistent, or pervasive that it creates an intimidating or threatening educational environment; or
- Has the effect of substantially disrupting the orderly operation of the school

How to Report HIB Issues
Have you witnessed or been a victim of Harassment, Intimidation, or Bullying? The dedicated staff team is here to support you. It is important that all HIB issues are reported to school administrators.
Please use the PCIA HIB Reporting Form to report an incident to school administrators. Forms can be emailed to Kaylene Herman at kaylene.herman@millasd.org or turned in to the office secretary in an envelope addressed to Kaylene Herman.
Who is the PCIA HIB Officer?
Every school district is required to designate one person in the district as the primary contact regarding the anti-harassment, intimidation, and bullying (HIB) policy. At Pacific Crest Innovation Academy, this person will be determined soon.
As the primary contact person, the PCIA HIB Officer receives copies of all formal and informal complaints, is responsible for assuring implementation of HIB policy and procedure, and is the primary contact on the policy and procedures between the school district, the Office of the Education Ombudsman, and OSPI.
